The sign really says (I had a good look at it this morning):

STOP!
NO ADMITTANCE EXCEPT ON BUSINESS.
ALL PERSONS PAST THIS POINT MUST
WEAR REQUIRED PPE.
NO VEHICLE OR PEDESTRIAN ACCESS.
THINK SAFETY.

Obviously, a sign I would ignore on a daily basis.
